If you would like to use the bullet train (Shinkansen), you can take the Hokuriku Shinkansen from Tokyo to Nagano and then take a local train from Nagano to Matsumoto. It also takes the same amount of time as using the Limited Express train from Shinjuku. From Matsumoto station, you should take a train to Shinshima station and then a bus or taxi to Kamikochi. Kamikochi does not allow you to drive to the nearest sightseeing spots. If you go there by car, you should park at Sawando parking area. The parking fee (per day) is 700 yen.

By Bus: From Shinjuku, you can arrive at Kamikochi directly. It takes around 5 hours, but the cost is quite reasonable, around 10,000 yen.
